He was born on May 15, 1916, in Hereford, to Albert Sidney Higgins and Salla (Jackson) Higgins.

Noel married Kathryn F. Hamm on Oct. 1, 1944, in Hereford.

He served four years in the U.S. Army during World War II as a Horseshoer and a Stable Sergeant.

He was an Elder at the Texline Church of Christ for 25 years, served on the REA Board in Dallam County for 30 years and served on XIT Telephone Board for 25 years. He was inducted into the Cattle Breeders Hall of Fame.

Noel is survived by his wife, Kathryn of Dalhart; two sons: Don and wife Sylvia of Lubbock, Texas, and David and wife Danell of Texline, Texas; six grandchildren, and 10 great-grandchildren. He is also survived by two brothers, Howard of Hereford, and John and wife Bernice of Limon, Colo.

Services were held on Dec. 22 in Texline, with interment at Texline Cemetery.
